INVITATION TO BID - Demolition/Replacement of Exerior Porch at 319 S. 3rd Street
 
Garrett County Community Action Committee, Inc. is accepting sealed bids for demolition/ excavation of existing exterior porches/ balconies on three stories, removal and replacement of retaining walls, storage door and sidewalk. Construct two entrance decks, one with stairs, 2 shed type roofs, LED exterior lighting, cement sidewalk and final grading and landscaping. The property is also known as “Water St. South.” located at 319 S. Third St. Oakland, MD 21550. A pre-bid meet will be held on site, October 16th, 2017 at 9:30 a.m. at this location.
 
This project is being funded by the MD Community Development Block Grant program. These are federal funds from the US Department of Housing and Urban Development and as such are governed by federal guidelines. The successful contractor must agree to comply with Executive Order 11246, as amended. This states that the contractor will not discriminate against any employee or applicant for employment because of race, color, religion, sex, sexual orientation, gender identity, or national origin. The contractor will take affirmative action to ensure that applicants are employed, and that during employment, employees are treated without regard to their race, color, religion, sex, sexual orientation, gender identity, or national origin. Such action shall include, but not be limited to the following: employment, upgrading, demotion, or transfer; recruitment or recruitment advertising; layoff or termination; rates of pay or other forms of compensation; and selection for training, including apprenticeship. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the contracting officer setting forth the provisions of this nondiscrimination clause. In addition, Garrett Co. Community Action (GCCAC) encourages Minority or Women Owned Businesses to submit a proposal. All contractors will go through a debarment check during bid selection.
 
A pre-construction meeting will be scheduled once a bid is selected to finalize any last minute changes deemed necessary. Contractors will provide, to GCCAC, a State of Maryland License, proof of Workman’s Compensation Policy, Liability Insurance Coverage, W-9 and a lead certification. Contractor will file for any and all permits required before starting any work and are responsible for seeing to all final inspections required. Contractor will have to follow all county, state and federal guidelines, codes and regulations. Tools for safety, such as safety glasses, hard hats, ladder ropes, etc. are required while on site.
 
Sealed bids must be in a sealed envelope, mailed or hand delivered to Garrett County Community Action, Inc. Attn: Human Resources, 104 E. Center St. Oakland, Md. 21550. Please write “Water St. South” on the left bottom corner of your envelope. All bids must be reach GCCAC, Inc., Human Resources by 4:00 p.m. October 26th, 2017.
