GCCAC works with the eight incorporated towns in Garrett County to implement strategies that improve quality of life and economic opportunities.  Community Action and the eight towns organized a mayors' council to administer resources and share costs.  Supported by a grant to Community Action from Maryland’s Community Legacy Program each of the towns created and adopted a strategic revitalization plan.  Community Action employs a town manager circuit rider, a grants administrator and a codes enforcement officer shared among the eight municipalities.
