INVITATION TO BID - Demolition/Replacement of Exerior Porch at 319 S. 3rd Street
Garrett County Community Action Committee, Inc. is accepting sealed bids for demolition/excavation of existing exterior porches, balconies, stairs and fire escapes on three stories, replacement of two decks with shed type roofs, construction of two new entrances, removal and replacement of retaining walls and sidewalk, construction of one set of stairs and final grading and landscaping. The property is located at 319 S. Third St. Oakland, MD 21550.
Interested contractors should attend a pre-bid meeting at the project location on Friday, July 28th at 10:00 am. These are the specifications for the project (click here), and blue prints (click here) of proposed porch changes and fire escape (seperate bid), and both will be available at the pre-bid meeting. Contractor will be responsible for getting any and all permits and inspections, materials to complete project and cleanup and removal of all debris off site, complete an evaluation to identify lead based paint hazards and possible reduction actions. Please see the DHCD revisions to Federal and State requirements related to lead based paint and the use of Community Development Block Grant funds (click here). Contractors must provide proof of State of Maryland Contractor License, Proof of Liability Insurance, Lead Certification and workers must be trained in lead safe practices.
Additional work to be considered, if sufficient funding is available is:
  1. Removal of Quest plumbing, replace with CPVC in entire building
  2. Four doors added to second and third floor hallways
  3. Stair replacement on rear deck

C1. There are 2 bids. The first for demolition and rebuild of porches and sidewalks, doors, steps and water lines. Doors, steps, and water lines are additional to the demo bid. You should have 4 quotes. Each item is it's own quote. The second bid is for fire escape install.
C2. Each contractor is to apply for his own permits with both the Town if Oakland and The County. Contractors will need to supply insurance  information, w-9, and lead certification.
Q1. Does the contractor have to get a copy of the prints?
Yes. Call Deep Creek Designs at 301.387.7788. Digital copies are available on the website for zooming purposes.
Q2. Does the Town of Oakland own the sidewalks from the parking lot, forward to the bridge and to the right?
I will not have an answer until Monday. The question will be re-posted with an answer.
Q3. Can the contractor meet with a local plumbing contractor for a view of the quest water lines?
Yes. Call Elaine to arrange a meet onsite.
Q4. How entailed is the lead removal, etc.?
Refer to the lead packet for specifications according to the Block Grant.
Q5. Does Davis Bacon wage apply?
Q6. Are the 4 doors still on the units where dry walled over?
Yes. I can make arrangements for a view of interior if needed. Dry walled over, right? Yes. I do not know what’s behind the drywall as far as trim, etc., but the doors are on each unit. (I will take a picture of all 4 interior door sides and upload them).
Q7. Do the water lines have to be put back behind the walls, or can they be ran along the ceiling and  walls? 
Run along the walls.
Q8. Water lines, do we want pex or cpvc to replace what is currently There?
If the price difference is not large between pex and cpvc, pex is the better choice. Quote both ways.
Q9. Do we want all water lines replaced to the main water supply?
